Paul Oelrich never saw the sport utility vehicle coming. The 32-year-old Burnsville traffic officer had stopped Deana Lampman's Ford Windstar on the shoulder of Interstate 494 and was standing by her passenger window when an SUV slammed into her minivan from behind.
