    Virginia State Police are commending the quick thinking of a motorist who happened upon a crash scene involving a State Trooper Wednesday morning. Trooper L. Farlow was parked in a turn-off alongside Route 13 just after 10 a.m. when a vehicle, driven by Jose Evans, 49 of Winterville, NC,ran off the road and hit his patrol car. The accident occurred on northbound Route 13 near the Chesapeake Bay Bridge-Tunnel.Farlow's patrol car spun out and landed inside a ditch. Police said a 33-year-old Maryland man who came across the crash used the injured trooper's radio to call State Police dispatch for help
